Can A4 processor chip power a computer?

I was just wondering the other day if Apple’s A4 processor chip which is found in iPhone 4 and iPod touch fourth generation can power a computer. Is it possible to do so? If it is possible then would it be possible for A4 processor to run all the programs in the computer or we have to do something about it? If someone has relevant information pertaining to this, can you please share it? I would really appreciate your valuable feedback.
